Writing Process Part 2 Exam Question

Hi,

I am seeking some clarity on the following, "write a letter of complaint. Follow the rules for a business letter, and use the  full-block style", I understand using the full-block style. However, when it ask to "follow the rules of a business letter", am I to use the format in figure 15? Also, with the complaint, can it be done from one person point of view or it should be done as a company?
